The three numbers that make up your customs bill
For most products crossing into the Gulf from China, your landed cost includes three separate charges on top of what you paid your supplier:
- Customs duty — a percentage (or fixed rate) tied to your product's HS code, the international classification code every traded good is assigned.
- Service fee — a handling/processing charge applied at clearance.
- Export fee — a smaller charge tied to the shipment leaving origin or entering destination customs.
Add those three together and you get your total customs cost — usually quoted per tonne, which you then convert to a per-kilogram rate to price out your actual shipment weight.
A worked example
Say your product's HS code carries a customs duty of $3,010 per tonne, a service fee of $994 per tonne, and an export fee of $10 per tonne. Here's where that lands:

So a 500 kg shipment of that product would carry roughly $2,007 in customs cost, before freight, insurance, or your sourcing agent's commission. Why your HS code decides everything
The HS (Harmonized System) code is what customs authorities use to look up the duty rate for your product. Two products that look similar to a buyer — say, two types of power banks, or two grades of the same textile — can sit under completely different HS codes with very different duty rates. Get the code wrong and one of two things happens: you underpay and risk a hold, fine, or reassessment at the border, or you overpay for months without realizing it.

- Pricing only off the supplier invoice. The invoice is your product cost, not your landed cost. Duty, service fees, export fees, freight, and insurance all sit on top of it.
- Guessing the HS code from a product description. Similar-sounding products often sit in different tariff chapters entirely.
- Using a stale rate. Tariff schedules get revised. A rate you used successfully last year isn't guaranteed to still be current.
- Forgetting the fee is per weight, not per unit. Light, bulky items and small, heavy items can have very different total customs costs even at the same declared value.
